Position Summary: New York City Public Schools’ (NYCPS) Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and NYCPS contracted settings included in Community Based Organizations (CBO) and through Family Childcare (FCC) programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.
The Program Enrollment Specialist is an integral member of the DECE Operations team, providing support to families seeking assistance with childcare eligibility and/or enrollment and admissions-related matters, and handling complex situations in a manner that best assists families. In this role, the Program Enrollment Specialist works closely with the Team Leader to process applications and determine childcare eligibility based on federal and state standards. The Program Enrollment Specialist processes applications and supports the planning, outreach and implementation of events to support early childhood education admission processes and effectuates enrollment in alignment with these processes. Performs related work.

Key Relationships: Chief of Operations, Chief of Strategy and Policy, Chief of Staff, Senior Director of Program Enrollment, DECE Senior Directors, Director of Data, Analytics and Systems, Director of Program Enrollment, Project Manager(s), Team Leader(s), teams across the Division of Early Childhood Education, New York State Office of Children and Family Services (OCFS), New York City Administration for Children's Services (ACS), New York City Human Resource Administration (HRA), families, NYCPS elementary schools, Pre-K Centers, Community Based Organizations (CBO), Family Child Care (FCC) and Head Start programs.
Responsibilities
Reviews and processes new and recertification cases received via the MyCity application, e-mail and or mail and certify eligibility for families seeking/receiving childcare subsidies.
Supports families and serves as a resource to families and students regarding childcare applications, admissions, enrollment and transfer matters, providing accurate information and timely responses to inquiries and excellent customer service and support.
Provides technical support to contracted community based organizations and family childcare networks in the areas of childcare eligibility determination and enrollment.
Researches case file information in ACCIS, scan and index documents using the HRA One Viewer and maintain files in the Control Log.
Facilitates the enrollment of students into and from early childhood education programs, including transfers; gathers information and assists families with the completion of appropriate applications, forms and supporting documents.
Serves as a community outreach liaison to childcare center leadership, principals, school-based personnel, community-based organizations and local community leaders regarding student enrollment issues and concerns.
Assists and participates in student enrollment events, workshops, and information sessions.
Works with the communications team to design, develop, and distribute materials and information needed for community outreach efforts.
Monitors enrollment trends; develops ideas for future events and makes procedure recommendations to the Senior Director of Program Enrollment.
Inputs and/or approves data in ATS, PreKIDS, MyCity, Student Enrollment Management System (SEMS), STARS, Service Cloud and Myschools to support application processes.
Works closely with the director and other supervisors to make recommendations for process improvements to better serve the needs of students and families.
Troubleshoots/responds to inquiries from social service agencies/childcare programs regarding case status.
Responds to parent’s inquiries regarding issues with childcare eligibility and or enrollment.
Interprets new guidelines and regulations (e.g., Head Start Information Memoranda) to contracted CBOs and FCCs and ensures accuracy and compliance with state/local regulations.
Works in accordance and is familiar with Chancellor’s Regulations A-101 while using the highest ethical standards.
Provides support and training to ECE contract program staff in program and system development, with the goal of providing high quality services appropriate to the needs of infant/toddler/preschool children and their families.
Acts as liaison to NYCPS DECE families and programs providing support, including enrollment outreach and general programmatic and operational support to ensure that all eligible children are adequately enrolled and reflected in the applicable systems.
Qualification RequirementsMinimum
A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.
Plus In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above
Preferred
Experience working in the Administration for Children’s Services.
Experience working in NYCPS and/or an educational setting.
Knowledge of ACS’s rules and regulations related to CCBG childcare.
Knowledge of the NYCPS and Chancellor’s Regulations.
Familiarity with the Department’s student portals.
Exemplary ability to work and provide service in a fast-paced, time-sensitive work environment.
Commitment to excellent customer service.
Excellent spoken and written communication skills.
Strong interpersonal and organizational skills.
Bilingual proficiency in Spanish or Chinese (Cantonese or Mandarin), or one of the following languages: Arabic, Bengali, French, Haitian Creole, Korean, Russian, or Urdu.
History of excellent attendance and punctuality.
