Position Summary: The Borough Contract Manager performs multi-trade contract management work for the repair and maintenance of school buildings and equipment. Oversees small to mid-scale repair projects and/or new construction or remodeling projects. The incumbent is instrumental in overseeing the contract management of projects in assigned areas, as related to emergency response, ensuring student and personnel safety. Performs all the tasks assigned to a Contract Manager, when necessary. Performs related work.
Reports to: Borough Maintenance Planner
Direct Reports: Contract Managers
Key Relationships: Relationships will be fostered with Division of School Facilities managerial, skilled trade staff, technical staff, clerical, custodian engineers and contractors.
Responsibilities
Supervises assigned personnel in various titles performing contract management and estimating work.
Plans, organizes, schedules and tracks work in progress. Manages multiple tasks and projects simultaneously.
Develops project requirements in conjunction with end users, Supervisors of Mechanics and trade supervisors, Deputy Directors of Facilities and Borough Maintenance Planners.
Reviews design documents for projects and reviews as-built drawings and information. Reviews, prepares and approves scopes of work.
Determines permit and code requirements. Reviews and/or prepares independent estimates, computes construction duration. Reviews technical data and designs.
Ensures that Proceed Orders are properly completed and issued within the CMMS-PassPort. Reviews contractor evaluations made by Contract Managers.
Conducts inspections to verify that work complies with contract documents, oversees Project Managers’ inspections and verifies contractors are on schedule.
Reviews partial and final applications for payment and signs off for payment to vendors.
Verifies required documents submitted, reviews project managers’ punch lists and oversees final inspections, where needed.
Qualification RequirementsMinimum
A four year high school diploma or its educational equivalent and seven years of fulltime satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
A baccalaureate degree from an accredited college with a major sequence of course work in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management, and three years of the experience described in "1" above; or
A valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States and three years of the experience described in "1" above; or
A four year high school diploma or its educational equivalent and a combination of experience of at least five years of the experience described in "1" above and the education as described in "2" above to equal a total of seven years of education and experience. Matriculation in an undergraduate college degree program in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience up to a maximum of three years of experience.
PlusIn addition to meeting the "Qualification Requirements" above, candidates must have two additional years of satisfactory full-time experience working in Assignment Level I and II; or two additional years of satisfactory full-time experience as described in "1"above.
Special NoteEmployees assigned to supervise asbestos removal or lead abatement staff are required to use protective clothing, respirator and mask on the job, and must meet applicable regulatory and medical requirements.
License RequirementMust possess a motor vehicle driver license valid in the State of New York with no restrictions which preclude the performance of Construction Project Manager work. This license must be maintained for the duration of employment.
Experience in the contracting procedures of the Division of School Facilities.
Specific experience with PassPort Contracting and Work Order Modules.
Experience with Requirements Contracts and Job Order Contracting (JOC).
Knowledge of Service Contracts procedures.
Salary: $78,748 - $90,559
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
